To propose that the National Assembly for Wales:

1. Welcomes the first report by the Independent Commission on Funding and Finance for Wales;

2. Supports the recommendations made by the Commission; and

3. Endorses the Welsh Assembly Government's intention to pursue the recommendations with the UK Government.

To propose that the National Assembly for Wales:

Supports the Welsh Assembly Government’s continued investment in modernising public libraries, in partnership with local authorities, to meet the educational, cultural and recreational needs of the public and to ensure that the maximum number of people benefit from the enhanced resources provided.

To propose that the National Assembly for Wales:

Welcomes the response of the Welsh Assembly Government in tackling the recession and endorses the intention of the government to bring forward further proposals, focusing and prioritising business support for a post-recession economy.

To propose that the Assembly resolves to adopt the following amendments to Motions:

Insert as new point at end of motion:

“Calls for the Welsh Assembly Government to pursue vigorously the recommendations with the UK Government, to establish a needs-based formula to ensure fairer funding for Wales and across the United Kingdom.”

2. Alun Cairns (South Wales West)

Add as new point at end of motion:

“Urges the Welsh Assembly Government to set a timecale for the implimentation of the recommendations.”

“Recognises that public libraries have a key role to play in widening access to new technologies across all age groups.”

“Notes with concern the IMFs warning that the UK appears most susceptible to credit constraints and that this could seriously impact on the economic growth of Wales, post recession.”

“Notes that the Capital Budget available to Economy and Transport for 2010-11, as set out in the 2010/11 draft budget has decreased by £37.5 million compared to indicative plans published in December 2008, which will be detremental to the recovery of the Welsh economy.”

“Believes Flexible Support for Business should be extended to offer support for up to 18 months, in part to address the consequences of the recession.”

Insert as new point at end of motion:

“Calls for a simplification of financial support for business in Wales by rolling some business grants into an enhanced rate-relief scheme for small businesses in order to best focus business support for a post-recession economy.”

“Notes the report of the Enterprise and Learning Committee into the Economic Contribution of Higher Education in Wales laid in the table Office on 7 October, also notes that skills will form a key part of any post-recession economy and regrets the 5% cuts placed on HE and FE in the draft 2010/11 budget.”

“Notes with regret the de-prioritisation of the Department for the Economy and Transport and Department for Children, Education, Lifelong Learning and Skills in the draft 2010/11 budget and believes that this will make it harder to move to a post-recession economy.”

Insert as new point at end of motion:

“Believes that SMEs are a vital part of the Welsh economy, that their profits are more likely to remain in the community, and that much of the money invested by the Welsh Assembly Government should prioritise business support at SMEs.”
