To propose that the National Assembly for Wales:

1. Supports the development of the School Effectiveness Framework.

2. Welcomes the commencement of pilot schemes in schools from September of this year.

To propose that the Assembly resolves to adopt the following amendments to motions:

1. Kirsty Williams (Brecon and Radnorshire)

Add as new point at end of motion:

Calls on the Welsh Assembly Government to ensure that the delivery of the School Effectiveness Framework supports and encourages schools to improve their attainment levels.

2. Andrew RT Davies (South Wales Central)

Replace ‘Supports’ with ‘Notes’.

3. Andrew RT Davies (South Wales Central)

Replace ‘welcomes’ with ‘Expresses concern about the level of funding available for’

4. Andrew RT Davies (South Wales Central)

Add new point at end of motion:

‘Expresses concern at the increase in teachers’ workloads, resulting from these proposals.’

5. Andrew RT Davies (South Wales Central)

Add new point at end of motion:

‘Calls on the Welsh Assembly Government to create a school environment where teachers have the freedom to exercise their professional judgement.’
