NDM4253 Brian Gibbons (Aberavon)

To propose that the National Assembly for Wales in accordance with Standing Order 23.24:

Agrees to the general principles of the Proposed Children and Families (Wales) Measure.

The Proposed Children and Families (Wales) Measure and Explanatory Memorandum were laid before the Assembly on 2 March 2009;

The report of Legislation Committee No. 2 on the Proposed Children and Families (Wales) Measure was laid before the Assembly on 19 June 2009.

NDM4255 Brian Gibbons (Aberavon)

To propose that the National Assembly for Wales, for the purposes of any provisions resulting from the Proposed Children and Family (Wales) Measure, agrees to any increase in expenditure of a kind referred to in Standing Order 23.80(ii)(b) and (c), arising in consequence of the Measure.

To propose that the National Assembly for Wales:

Welcomes the emerging pattern of post-16 provision, as set out in the paper "Transforming Education and Training Provision: The Pattern across Wales" and acknowledges the significant progress made.

A copy of the "Transforming Education and Training Provision: The Pattern across Wales" paper was e-mailed to Assembly Members on 23 June 2009.

To propose that the Assembly resolves to adopt the following amendments to motions:

Add new point at end of Motion:

The National Assembly for Wales:

Regrets that the Measure has failed to adequately address all the causes of child poverty, including fuel poverty, poor housing, addiction, family breakdown and worklessness.

The National Assembly for Wales:

Regrets the failure of the Measure to acknowledge the lead role which can be played by the third sector in addressing the causes of child poverty.

Add new point at end of Motion:

Calls on the Welsh Assembly Government to ensure that the implementation of the Transformation Policy includes adequate provision and support for all post-16 learners, including those with additional learning needs.

Delete "welcomes" and replace with "notes".

Delete "and acknowledges the significant progress made."

4. Alun Cairns (South Wales West)

Add new point at end of Motion:

Calls on the Welsh Assembly Government to ensure that the implementation of the Transformation Policy fully recognises the different challenges facing urban and rural areas when delivering post-16 education.

Add new point at end of Motion:

Acknowledges that significant capital funding is required if the transformation policy is to be pursued.

6. Peter Black (South Wales West)

Add as new point at end of motion:

Notes that a number of proposed implementation models are developing to suit local circumstances.
