Item 3: Motion to elect a Member to the Proposed Healthy Eating in Schools Measure Committee  

NDM3953 Dafydd Elis-Thomas (Dwyfor Meirionydd)

To propose that the National Assembly for Wales, in accordance with Standing Order 10.3, elects Angela Burns (Conservative) in place of Alun Cairns (Conservative) as a member of the Proposed Healthy Eating in Schools Measure Committee.  

The Motion was agreed in accordance with Standing Order 7.35.

Item 4: Debate on Peter Black's Proposed LCO - Local Government Electoral Arrangements

To propose that the National Assembly for Wales, in accordance with Standing Order 22.50:

Agrees that Peter Black may lay a proposed Order, to give effect to the outline proposed Order provided on 14 February 2008 under Standing Order 22.48, and an Explanatory Memorandum.

Item 5: Welsh Conservatives Debate

NDM3954 William Graham (South Wales East)

To propose that the National Assembly for Wales:

Notes with concern that between 1997 and 2006 Wales achieved the lowest economic growth of any nation or region in the UK.


The following amendments were tabled:

Amendment 1 - Carwyn Jones (Bridgend)

Replace "with concern” with "the contention”.

Amendment 2 - Kirsty Williams (Brecon and Radnorshire)

Add as new point at end of motion:

"Notes that a good and diverse skill base is the key to raising economic growth, therefore regrets the massive under funding of education for all ages across Wales.”


Amendment 3 - Carwyn Jones (Bridgend)

Add as new point at the end of the motion:

"Recognises that, in reality, during the 1997 - 2006 period Wales achieved an economic growth rate in excess of 2% per annum in real terms, faster than under the previous 9 year period of Conservative government”.

Amendment 4 - Carwyn Jones (Bridgend)

Add as new point at the end of the motion:

"Congratulates the firm action by the Assembly Government under the One Wales agreement to reach 80% economic activity level and to ensure a success of Convergence funding.”

Item 6: Welsh Liberal Democrats Debate  

NDM3955 Kirsty Williams (Brecon and Radnorshire)


To propose that the National Assembly for Wales:

1 Notes with concern:

a) that the number of repossession orders in Wales has increased by 26% since 2007; and

b) that higher mortgage rates, the credit crunch and spiralling consumner debt may lead to further increases in the number of repossessions in Wales.  

2 Calls on the Welsh Assembly Government to help reduce the number of potential repossessions by supporting:

a) debt advice and mortgage rescue schemes; and

b) the development of a protocol that would require a court to be satisfied that lenders and borrowers had taken the relevant steps before possession was awarded.

The Motion was agreed in accordance with Standing Order 7.35.
