Co-operative Economy and Employee-ownership (Wales) Bill
Policy Objectives of the proposed Bill:
The Bill will impose a statutory duty on the Welsh Ministers to:
- Promote the growth of the co-operative economy in Wales with the aim of doubling its size by 2026;
- Promote employee-ownership of businesses and worker buy-outs;
- Subject to any subsidy control limitations, provide financial support and advice for workers to buy out all or part of a business facing closure or down-sizing;
- Provide advice for workers on establishing workers’ co-operatives;
- Promote the adoption of the principles of employee ownership by businesses in Wales which receive public funding or which are engaged to provide goods or services to public bodies in Wales.
