Additional Learning Needs consultation

​A consultation is underway to look at a new law which could change the arrangements and services available for children with additional learning needs in Wales.

The National Assembly’s Children, Young People and Education Committee is considering the Additional Learning Needs and Education Tribunal (Wales) Bill at the first stage of the Assembly’s law-making process.

If passed, the Welsh Government says the law will:

“Place the learner at the heart of that process and will make the system far simpler and less adversarial for those involved, a common complaint of the current system.”

The Committee will establish whether the Bill will achieve its policy objectives, whether those objectives can be achieved without the need for a new law, and whether there are any unintended consequences to the Bill.

“This Bill promises to overhaul the current arrangements for children with additional learning needs, something which is seen as necessary by a great many people in Wales,” said Lynne Neagle AM, Chair of the Children, Young People and Education Committee.

“If it is to become a law it must be robust and clear about both its objectives and how it will realise them.

“We will be examining this Bill closely and I would ask anyone with experience of, or an interest in additional learning needs to contribute to our inquiry.”
