NDM4192 Chris Franks (South Wales Central): Gordon Brown's £500 million Welsh budget cut: a blow to Welsh businesses, communities and people.

The National Assembly for Wales:

Notes the report of the Health, Wellbeing and Local Government Committee on its inquiry into Local Service Boards, which was laid in the Table Office on 18 December 2008.

Note: The response by the Minister for Finance and Public Service Delivery to the report was laid on 4 March.

NDM4191 Peter Black (South Wales West)

To propose that the National Assembly for Wales:

1. Notes that the numbers of children and young people with complex impairments is increasing rapidly;

2. Notes the potential that young disabled people have to contribute to the Welsh economy;

3. Notes that there is currently no provision in Wales of post-16 education services for young people with complex impairments, and therefore the Welsh Assembly Government is reliant on provision in English colleges to support these students;

4. Believes that it is time for a "Made in Wales solution” to providing educational opportunity for disabled young people; and

5. Calls on the Welsh Assembly Government to carefully consider the recommendations of the Enterprise and Learning Committee once it has considered the additional learning needs petition.

To propose that the Assembly resolve to adopt the following amendments to motions:

NDM4191

1. Carwyn Jones (Bridgend)

In point 1 delete “with complex impairments is increasing rapidly” and replace with “identified with complex impairments is increasing”.

2. Carwyn Jones (Bridgend)

Delete point 3 and re-number accordingly.

In point 4 delete “Believes that it is time for” and replace with “Endorses the development of”.

4. Carwyn Jones (Bridgend)

In point 5 delete “Calls on the Welsh Assembly Government to carefully” and replace with “Notes that the Welsh Assembly Government will”.

5. Alun Cairns (South Wales West)

Add new point at end of motion:

"Calls on the Welsh Assembly Government to ensure the development of a long term strategy for the provision of educational opportunities for young people with additional learning needs in post 16 education and to ensure that adequate funding is made available to implement the strategy.”
