To propose that the National Assembly for Wales:

Welcomes the Older People’s Strategy Annual Report 2008/09.

To propose that the National Assembly for Wales:

1. Notes the Human Rights Inquiry published by the Equality and Human Rights Commission in June 2009;

2. Notes the positive progress made on equality and human rights in the first decade of devolution in Wales as contained in the recent academic paper commissioned by the Equality and Human Rights Commission; and

3. Acknowledges the leadership offered by the National Assembly for Wales and the Welsh Assembly Government in the ten years since devolution to embed human rights principles and to advance equality in Wales.

To propose that the Assembly resolves to adopt the following amendments to motions:

Replace 'Welcomes' with 'Notes’

Add as new point at end of Motion:

'Regrets that the Report fails to specify and address the challenges facing older people’

3. Peter Black (South Wales West)

Add as new point at end of motion:

Notes with concern that a disproportionate number of older people are living in fuel poverty.

4. Peter Black (South Wales West)

Add as new point at end of motion:

Notes with regret the continuing problems for older people that arise as a result of the lack of collaboration between Health Services and Social Services.

5. Peter Black (South Wales West)

Add as new point at end of motion:

Notes with concern the high cost to some older people of patient transport.

Add as new point at end of Motion:

'Notes with concern the failings in relation to the aim of mainstreaming equalities in the work of government, detailed in the Equal Opportunities and Human Rights: First Decade of Devolution report, and calls on the Welsh Assembly Government to identify achievable and renewable objectives & milestones to address this.'

Notes that the First Decade of Devolution report has again highlighted the poor way in which equality issues are 'mainstreamed' through all Government departments.
