To Propose that the National Assembly for Wales:

1. Expresses its gratitude for the contribution of Richard Penn during the eleven years he has served the Assembly, first as Adviser on Standards and then as Commissioner for Standards;

2. Acting under section 1(2) of the National Assembly for Wales Commissioner for Standards Measure 2009, appoints Gerard Elias QC as National Assembly for Wales Commissioner for Standards under that Measure, for a term of six years beginning on 1 December 2010.”

The National Assembly for Wales:

1. Notes with concern the increasing prevalence of many public health problems in Wales;

2. Calls on the Welsh Assembly Government to focus resources on preventative measures, to achieve better public health outcomes.

Peter Black (South Wales West)

The National Assembly for Wales:

1. Expresses concern that the continuity of agri-environmental improvements delivered by the Tir Gofal and Tir Cynnal schemes could be lost under the introduction of Glastir;

2. Acknowledges the importance of Tir Mynydd in maintaining the viability of farming in less-favoured areas and expresses concern that the loss of Tir Mynydd payments will have a negative effect on farmers who operate in these areas;

3. Notes that the environmental improvements that the government seeks to deliver through Glastir will only be delivered if the scheme is attractive to land owners, and farmers are able to participate; and

4. Calls on the Welsh Assembly Government to:

a) delay the implementation date of Glastir;

b) revise the application criteria and establish a second round of applications to enable more farmers to benefit from the scheme; and

c) establish a target for the number of farmers to join the scheme.

To propose that the Assembly resolves to adopt the following amendments to motions:

Add as new point at end of motion:

Calls on the Welsh Assembly Government to do all it can to support environmental health capacity in Wales so that environmental health services have the critical mass to properly address current and potential public health issues.

To propose that the National Assembly for Wales:

1. Notes the increase in life expectancy in Wales which is a key indicator of improvement in public health;

2. Notes  the public health challenges that remain;

3. Notes that the Welsh Assembly Government  is on course to meet the One Wales commitment on public health, through the "Our Healthy Future" strategy.

Delete all and replace with:

The National Assembly for Wales:

1. Acknowledges the achievements of the current agri-environmental schemes;

2. Notes that the existing agri-environmental schemes do not and were not designed to meet the future challenges of climate change, carbon capture and water management, as set out in the Common Agricultural Policy Health check;

3. Notes that Glastir will not be fully up and running until 2014 and welcomes the transitional arrangements put in place for Tir Cynnal, Tir Gofal and Tir Mynydd for 2012 and 2013.
