To propose that the National Assembly for Wales, in accordance with Standing Order 22.50:

Agrees that Helen Mary Jones may lay a proposed Order, to give effect to the outline proposed Order provided on 12 December 2007 under Standing Order 22.48, and an Explanatory Memorandum.

NDM3866 Alun Cairns (South Wales West)

To propose that the National Assembly for Wales:

Notes the Finance Committee report on the financial implications of the Foot and Mouth outbreak on the Welsh Assembly Government budget, laid in the Table Office on 18 January 2008.

NDM3867 Alun Davies (Mid and West Wales)

To propose that the National Assembly for Wales:

Notes the report of the Rural Development Sub-committee on the Sub-committee’s scrutiny of the response by the Welsh Assembly Government to the Foot and Mouth outbreak laid in the Table Office on 18 January 2008.

NDM3868 William Graham (South Wales East)

To propose that the National Assembly for Wales:

1. Places greater emphasis on sport and encourages a general increase in sport and leisure activities in the community, in order to improve the health and well being of the nation;

2. Improves "access for all" to sport and leisure facilities;

3. Notes with regret that the Welsh Assembly Government has not engaged with the organisers of the 2012 London Olympics and has, as yet, failed to secure additional funds for Wales as a consequence of the Games.

Amendments tabled on 15 February 2008

To propose that the Assembly resolves to adopt the following amendments to motions:

NDM3868

1. Kirsty Williams (Brecon and Radnorshire)

Add as new point at end of motion:

Believes that schools should provide a minimum of two hours a week of curricular physical activity and calls upon the Welsh Assembly Government to commit resources towards this aim.

2. Kirsty Williams (Brecon and Radnorshire)

Add as new point at end of motion:

Believes that it should be a statutory duty of local authorities to provide sport and leisure facilities for young people during the evenings and school holidays.

3. Carwyn Jones (Bridgend)

Delete all after National Assembly for Wales' and replace with

1. Welcomes the Government’s commitment to place greater emphasis on sport and to encourage a general increase in sport and leisure activities in the community, in order to improve the health and well being of the nation;

2.  Welcomes the Government’s actions to improve “access to all” to sport and leisure facilities;

3.  Congratulates the Government on its work so far in helping Welsh businesses to access Olympic contracts and in attracting the Australian Para-Olympic team to train in Wales;

4.  Supports the Welsh Assembly Government's view that there should be no further call on Welsh Lottery funds to meet Olympic spending;

5.  Supports the Government’s view that non-Games spending on regeneration and transport in London should have a beneficial Barnett consequential for Wales.
