To propose that the Assembly resolves to adopt the following amendments to motions:

NDM4333

1. Alun Cairns (South Wales West)

Add new point at end of motion:

Condemns the UK Government for failing to address the problems faced by the people of Wales and the UK in its legislative programme for 2009/2010.

2. Peter Black (South Wales West)

Add new point at end of motion:

Notes that there are less than 70 legislative days left before the dissolution of Parliament and believes that it is highly unlikely that the draft legislative agenda in the Queen's Speech will be achieved.

Add as new point at end of motion:

Believes that the Constitutional Reform and Governance Bill does not go far enough in pursuing essential political reform to restore trust in the political system.

Regrets the lack of framework powers over local government electoral reform in the Constitutional Reform and Governance Bill.

Regrets the lack of framework powers over school governance and funding in the Children, Schools and Families Bill.

Regrets the lack of framework powers over policing in the Crime and Security Bill.

Believes the Crime and Security Bill should be used to develop a strategy for devolving justice to Wales.

Believes that there must be an effort to ensure that Welsh broadband provision keeps apace of English provision in the Digital Economy Bill.

Believes that the Digital Economy Bill should establish an Independently Financed News Consortium in Wales and that commissioning decisions relating to this must be made by a Welsh body.

Believes that the UK Government must protect frontline services in any attempt to reduce the budget deficit as a result of the Fiscal Responsibility Bill.
