Item 4: Debate on David Melding's Proposal for an LCO - Welsh Language Commissioner

NDM4050 David Melding (South Wales Central)

To propose that the National Assembly for Wales, in accordance with Standing Order 22.50, agrees that David Melding may lay a proposed Order, to give effect to the outline proposed Order provided on 27 September 2007 under Standing Order 22.48, and an Explanatory Memorandum.

Item 5: Welsh Conservatives Debate

NDM4071 William Graham (South Wales East)

The National Assembly for Wales;

1. Regrets the Welsh Assembly Government’s intention to support the introduction of a charge for the registration of waste exemptions every three years;

2. Believes that these charges constitute an additional tax on the agricultural industry;

3. Notes that this change will be contrary to the Welsh Assembly Government’s own stated aims to cut agricultural red tape and the 'polluter pays’ principle;

4. Calls on the Welsh Assembly Government to push for the retention of existing agricultural waste exemptions free of charge for the lifetime of businesses, in the absence of a significant change in their operations.

Item 6: Welsh Liberal Democrats Debate

NDM4072 Kirsty Williams (Brecon and Radnorshire)

The National Assembly for Wales:

1. Notes that 3rd December is International Day of Disabled People;

2. Welcomes the introduction of the UN Convention on the Rights of Persons with Disabilities; and

3. Calls on the Welsh Assembly Government to adopt the principles of the Convention into all aspects of government policy.
