To ask the Minister for Natural Resources

Llyr Gruffydd (North Wales): Will the Minister update Assembly Members on the progress being made in introducing the regulations of the Commons Act 2006, allowing for the opportunity to correct errors on the Commons Register? (WAQ68777)

Deputy Minister for Farming and Food (Rebecca Evans): Significant progress has been made on implementing a number of sections within the Commons Act 2006 (the Act) including those relating to registrations, town or village greens, the de-registration or exchange of common land, works on common land, powers relating to unauthorised agricultural activities, and others. 

The introduction of Sections 19 and 22 of the Act, to include Schedule 2 covering correction and non-registration or mistaken registration, are next to be implemented. These will come into force from summer 2016 and will enable applications to be made to the relevant Commons Registration Authority.

Kirsty Williams (Brecon and Radnorshire): How many times has Healthcare Inspectorate Wales informed the Minister that a health board should be put into special measures and will he prove details of when this happened and which health board it applied to? (WAQ68778)

The Minister for Health and Social Services (Mark Drakeford):

Healthcare Inspectorate Wales (HIW) has made one such recommendation to me as part of the tripartite protocol, which is available at:

http://gov.wales/topics/health/publications/health/guidance/escalation/?lang=en, which came into force in March 2014.

HIW, together with the Welsh Government and Wales Audit Office, recommended Betsi Cadwaladr University Health Board should be placed in special measures following a meeting on June 8, 2015.
