The Committee was established on 16 June 2026 to examine legislation and hold the Welsh Government to account by scrutinising its expenditure, administration and policy matters, encompassing (but not restricted to): constitutional affairs, justice, external affairs (including intra-UK and international relations), trade, matters relating to Senedd elections, the implementation of the Well-being of Future Generations (Wales) Act 2015, and to carry out the functions specified for a committee in sections 7 and 19 of the Senedd Cymru (Members and Elections) Act 2024 (should the Senedd agree the relevant motions required to be tabled under the Senedd Cymru (Members and Elections) Act 2024).
