The following is a proposal for a Member Bill tabled during the Sixth Senedd:

Title of the proposed Bill:

Community Wealth Building (Wales) Bill

Policy Objectives of the proposed Bill:

The Bill would seek to update and develop the legislative framework in Wales to significantly expand schemes of work across the five pillars of community wealth building. These are:

  1. Plural ownership of the economy
  2. Making financial power work for local places
  3. Fair employment and just labour markets
  4. Progressive procurement of goods and services
  5. Socially productive use of land and property

The Bill would seek to fortify and crystallise existing economic development work in strategically and legislatively disparate areas by bringing them under one cohesive community wealth building framework. Such a Bill would aim to both extend and deepen the implementation of community wealth building throughout Wales, ensuring universal coverage and common principles while accommodating local, regional, and organizational flexibility.
