First Private Member’s Bill passed by National Assembly

26 September 2013

The National Assembly for Wales has passed the first Private Member’s Bill of the Fourth Assembly.

The Mobile Homes (Wales) Bill was introduced by Member for South Wales West, Peter Black AM, and will establish a licensing regime for residential mobile home sites in Wales.

It was passed in a vote of the National Assembly at the Senedd in Cardiff Bay.

“I am delighted that we have now managed to get to the stage whereby the first Private Member’s Bill since the Assembly gained primary legislative powers in 2011 can be passed into law,” said Mr Black.

“This Bill introduces a modern licensing system for mobile home sites across Wales. It will give mobile home residents the essential security they need, and provide local authorities with the tools to put in place effective oversight of the Mobile Home sites in their area, ensuring that the managers of sites are fit for purpose.

“This is also one of the first Wales-only Bills in that it incorporates features of all previous UK legislation and applies it, as amended to sites this side of the border only.

“Once it receives royal assent and the Minister commences the legislation then we will have an up-to-date and comprehensive law that protects home owners from many of the abuses and quirks in the law that prevailed previously.”
