A stronger voice for Wales – National Assembly committee consultation

​A new inquiry will aim to provide a best practice model for Wales to build stronger relationships with the UK Government and parliament.

The National Assembly’s Constitutional and Legislative Affairs Committee will examine two strands; policy matters and constitutional matters.

In the policy strand of the inquiry, the committee will look at nature of relationships between the Welsh and UK Government, how these relationships function and how they can be improved.

It will also consider best practice in inter-institutional relations from across the UK which could be imported into the Welsh context.

As part of the constitutional strand the Committee will look at how inter-governmental mechanisms have impacted on the development of the devolution settlement.

It will also examine how both inter-governmental and inter-parliamentary relations have evolved, what worked well, and what could be improved in relation to the development and scrutiny of constitutional legislation.

“We want to produce best practice principles which give Wales a strong voice in the development of both policy and constitutional matters,” said Huw Irranca-Davies AM, Chair of the Constitutional and Legislative Affairs Committee.

“We hope to reflect and build on the work of other legislatures on inter-institutional working as it relates to broader policy areas, and seek, establish and promote opportunities for inter-parliamentary working, including promotion of citizen engagement.

“This is a broad ranging inquiry which will consider some of the fundamental questions Wales faces in a fast-changing world.”

The Committee intends to publish its report in Summer 2017.
