If a statutory instrument subject to the annulment procedure (or the negative procedure if laid pre-January 2026) made by the Welsh Ministers is not laid before the Senedd at least 21-days before the statutory instrument comes into force (i.e. has effect), the Welsh Government must notify the Presiding Officer and explain why. This is known as the "21-day rule".
